Cremation will follow and later his remains will be taken to his childhood home of Martin, Floyd County, Kentucky.
Richard was born in Martin, Kentucky to Harold and Ruby Ousley on February 2, 1948, where he lived and went to school until joining the military service in 1966. While in the Army, he met the love of his life, Leticia Perez, in the city of El Paso, Texas and 9 months later married her on December 22th, 1970, before transferring to the beautiful country of Germany. Later their sons, John David and Charles Danny, were born in 1973 at Wiesbaden Air Force Hospital, and then returned to the states where he completed his final tour in 1975 at Fort Riley, Kansas.
After a brief time in El Paso, Texas, he eventually settled in Monahans, Texas, working for Dowell in 1976 until 1989. Following that, he worked at other various companies including opening his own small home business, R.D. Small Engine. Those who knew him would say he was a loving father, friend and hard worker who would always help others in need.
He is preceded in death by his Mother and Father, Harold and Ruby of Martin, Kentucky, and his brother Dean of Drift, Kentucky. He is survived by his wife, Leticia, two sons and their spouses, 8 grandchildren along with numerous great-grandchildren, sister and brother-in-law’s, nephews and nieces.
